Farragan Group is an operational and digital advisory firm based in Bathurst, working with growing regional organisations across Australia. The firm was founded by Phil Egan — and Phil is still the senior advisor in every engagement.

Founder and principal advisor

Phil has spent more than fifteen years in technology leadership roles across regional Australia, with a founding pedigree in the education sector and active work today across transport, logistics, manufacturing, agribusiness and not-for-profit. Before Farragan, Phil held senior technology and operational leadership roles in the Catholic education system — including time at CEnet, the national technology service for Catholic schools — where the disciplines that became the Operational Intelligence Framework first took shape.

Phil is based in Bathurst, NSW. He works with leadership teams across regional Australia, in-person where it matters and remotely where it doesn’t.

My take is that most regional organisations don’t need more technology. They need a clearer view of what they’ve already got, what’s working, and what to do next. That’s the work.

The firm

Farragan is built deliberately small. Two named services, a tight set of supporting capabilities, and a senior-only model where the person you brief is the person doing the work. The firm is structured to stay that way — depth over breadth, longevity over scale.

We’re vertical-agnostic by design. Phil’s founding pedigree is in education, but the firm now works across a range of sectors. The Operational Intelligence Framework — Farragan’s capability and maturity framework — was built to be sector-neutral, and the work has followed.

Stewardship.

Our clients trust us with material decisions. We treat their money, their time and their attention with the care that trust deserves.

Pragmatism.

Frameworks are useful when they help and a hindrance when they don’t. We use what’s useful and leave the rest.

Transparency.

We tell clients what we see. If the news is good, we say so. If the news is hard, we say that too.

Currency.

Technology moves quickly. We invest in staying current so our clients don’t have to.

Partnership.

The good work is the work that lasts. We build long relationships with the leadership teams and the partners around them — including the MSPs, internal teams and delivery partners we work alongside.

Where we work

Bathurst-based, working across regional Australia. We meet clients in person when the work calls for it — leadership meetings, governance sessions, on-site assessment interviews. We work remotely for the everything else. Most engagements blend both.

The framework

The Operational Intelligence Framework — OIF — is the methodology that underpins every Farragan engagement. Twelve domains across three pillars, scored against a five-level maturity model, applied vertical-agnostically. The framework draws on established standards — COBIT, ITIL, TOGAF and ISTE — synthesised and applied pragmatically.

It’s structured but not bureaucratic. We use it because it produces honest, defensible, leadership-ready results. It’s the thing that holds the work together across very different sectors and organisations.
